The Form of the Constitutional Protestant Movement – Section 02 of 02

1. Purpose and Request

This memorandum respectfully requests that Thomson Reuters modify account 1006041193 as follows:

1. Reclassify the account as a non-commercial, public-interest research account associated with pro se litigation, constitutional and civil rights advocacy, and veteran-related investigative work for the purpose of improving equal access to United States Department of Veterans Affairs care related to military sexual trauma (MST) treatment.

2. Adjust historical billing for this account to a rate of $19.99 per month for the period starting on the account creation date and continuing to the present date.

3. Establish ongoing billing at $19.99 per month, billed on the first day of each month, through 31 JUL 2027, to allow continued access to historical court precedent in California, Iowa, Montana, and the United States federal courts. Should additional time be required, the originator will provide a full report of improvements to citizen rights and liberties that were achieved through civil court victories.

This request is made so that I may continue lawful, non-commercial research and advocacy to protect vulnerable citizens and veterans, and to document and challenge patterns of governmental misconduct and rights violations within these jurisdictions.

2. Personal Information

Thomson Reuters Account Holder: Michael J. Merritt

VA Disability Level: 80% as of 2017 (50% severe depression, generalized anxiety, obsessive-compulsive disorder). This rating was raised to 90% (70% severe depression, generalized anxiety, obsessive-compulsive disorder) in the months following City of Newton, IA, Attorney Matthew Brick’s deployment of false allegations of criminal conduct (see Iowa Code § 708.7) supported by zero evidence against the originator of this correspondence during Iowa Public Information Board case 22FC:0071, and the weeks following Jasper County, IA, County Attorney Scott Nicholson’s office’s deployment of false allegations of criminal conduct supported by zero evidence (see Iowa Code §§ 708.7, 708.11) against the originator of this correspondence during Iowa Public Information Board case 22FC:0126. Evidence supports that Jasper County, IA, Attorney Scott Nicholson’s office coordinated with former Iowa Public Information Board Executive Director Erika Eckley later in 2023 in what evidence supports was a statewide campaign of service-connected mental health-based discrimination and Eckley’s desire to criminalize these disabilities protected by both Iowa Code Chapter 216 and the Americans with Disabilities Act.

Professional Status: Currently unemployed (Honorably Retired United States Navy Disabled Veteran) due to chronic and worsening health issues. Currently working to allocate funds to become a licensed private investigator in the State of Iowa to provide no-cost government transparency investigative assistance and advocacy work to vulnerable demographic groups in the United States and protected classes that evidence supports are in danger of exploitation by the unethical within the highest levels of government. The originator of this correspondence is currently a volunteer at the Mid-IA Triumph Recovery Center in Marshalltown, IA, where he is preparing local and statewide advocacy work to protect the rights of the homeless who are currently arrested in the City of Marshalltown, IA, for simply existing in a location where they are not desired.

3. Letter To Thomson Reuters

Mr. Worwa:

I appreciate your time in reading this correspondence, and I apologize for not reaching out to you sooner. Nothing I am about to communicate to you in this correspondence is for the purpose of seeking sympathy. I have been through too much, as supported by the evidence, and have independently navigated through all of it via the grace of God to allow myself to communicate something that will only turn my stomach. I have been trained to, and only know how to, face evil on the battlefield.

I signed up for your services in preparation for a civil rights court case I had planned to launch earlier this year against the Iowa Public Information Board and to document the evidence supporting former Iowa Public Information Board Executive Director Eckley’s malicious and unethical attempts to criminalize and manifest statewide discrimination against my service-connected mental health disabilities. At the same time, the Iowa Public Information Board produced a legislative draft that clearly violated citizen rights to due process prior to the restriction or halting of rights (see the Fifth Amendment to the Constitution of the United States of America and Section 9 of Article 1 of the Constitution of the State of Iowa).

I halted my preparations for this court case when I witnessed and collected over 25 years of public records evidence that indicates the Iowa Judicial Branch issued a court rule change in 2012 (see Iowa Court Rule 35.4(1)) that allows them to decline to process and open attorney misconduct complaints. At the same time, the Iowa Judicial Branch declined to open two complaints I submitted, including one against Jasper County, IA, Attorney Scott Nicholson. My reasoning is: how can one expect to achieve justice within a state’s judicial system when the evidence indicates that such a judicial system suppresses, conceals, and endorses, through inaction, evidence of its licensed community’s misconduct and violations of our laws. I am preparing a full investigative report including 25 years of data that I believe reveals that since the Iowa Judicial Branch’s 2012 rule change allowing the Iowa Court to decline to process attorney misconduct complaints, the data shows a historical year-over-year average increase of citizen-filed complaints and a year-over-year average decline in complaints opened for investigation by the Iowa Judicial Branch leading to what I believe has manifested the sea of alleged State of Iowa licensed attorney misconduct that I have navigated during my investigation since 2021.

I require your historical court case archives for the purpose of lawfully dismantling the tyranny that I have experienced within the states of California, Iowa, Montana, and within federal jurisdictions that led to the destruction of my family and the decline of my health.

My first concern is, and I would like to respectfully submit that it is my belief that the price point for this service produces evidence of a kind of legal-community industry tax, as opposed to a monthly subscription fee that is consistent with the quantity of content and the fact that it is simply a consolidated archive of public tax-funded documents.  My evidence supporting this concern is that I can subscribe to a possibly nearly complete historical collection of human-produced and recorded music for roughly $10 to $15 a month. I can subscribe to every major film studio’s full archive of copyrighted motion picture content for around $60 a month. Even when combining all of these fees, it is only a little over half what your company charges for an archive of tax-funded public records containing words (text only) in the form of judicial opinions.

My second concern is more of a philosophical concern supported by evidence that exists within historical paradigms. Around 1440, Johannes Gutenberg invented the movable-type Gutenberg printing press. This invention led to the printing of the Gutenberg Bible which facilitated the first mass distribution of the Holy Bible. It is my belief that it is not coincidence that the Protestant Reformation took place in 1517 (a few decades after the invention of the printing press) with the publishing of Martin Luther’s
Ninety-five Theses.

What I believe dismantles darkness, oppression, tyranny, and other vehicles of human wickedness on this Earth is the proliferation and availability of Truth. Suppose the modern internet represents a cyberstential collection of data within the metaverse representing the human experience, then it would be reasonable to conclude that the invention of the printing press manifested an existential collection of data within our shared three-dimensional reality.

Prior to Thomson Reuters’ acquisition of Casetext for $650 million in cash, announced on June 26, 2023, and the subsequent shutdown of Casetext on April 1, 2025, I utilized this invaluable resource during my family court case as a pro se party and later during my civil complaints within the State of Iowa as a pro se party.

I believe it could be reasonably argued that what has led to the slow decline of the Catholic Church’s political power and relevance has much to do with the fact that the Holy Bible is no longer in the hands of only the elite whom historical evidence shows once deployed religion as a vehicle to control humanity through its spirituality within a populous that was ignorant to the content of the actual text due to limited availability of the Holy Bible prior to the invention of the printing press.

I believe that by Thomson Reuters removing a consolidated publicly available public record court opinions resource from being accessible for citizen use purely for profit, it not only threatens to damage the integrity of our republic, global freedom, and the political power of an educated electorate, but also threatens to manifest a paradigm similar to the early Catholic Church when only the elite had access to scripture (legal code/court opinions). Historically this manifestation of control was accomplished through limited access to the Truth based on one’s place in the social structure of the time. Currently the evidence supports that by Thomson Reuters taking offline a once free and publicly available judicial opinion resource and putting it behind a paywall, a philosophical truth is now more limited in access to lower social classes, ultimately manifesting a possible future reality where citizens ignorant to the spirit of our laws and judicial opinions will be more vulnerable to exploitation, unlawful denial of rights and liberties, and licensed attorney misconduct.

4. Proposed Solution

It is my belief that the solution to this problem is logical. Thomson Reuters maintains its current pricing structure for licensed professionals who seek to profit from the collection of public data that Thomson Reuters offers in its services. At the same time, Thomson Reuters can offer a non-commercial offering for research, academic use, and unrepresented parties (pro se) that simply seek to understand and learn the structure of the philosophical coincidence of our republic, or a party who cannot afford representation who has the motivation and drive to teach themselves and navigate the judicial battlefield on their own. Thomson Reuters can protect itself from exploitation of this lower price point research/academic service level by filing attorney misconduct complaints against any licensed attorney who misrepresents their licensed attorney status during the Thomson Reuters onboarding process, terms of service agreements, and other account creation processes. Thomson Reuters can further protect the integrity of its services by automatically watermarking all provided public record judicial opinions with “Licensed Only for Academic/Research Use Through Thomson Reuters.”

5. Conclusion: The Form of Tears in Rain

In the event Thomson Reuters declines this account billing modification request, the approximately $500 balance that will be due around 01 JAN 2026 will be paid in full at that time including future on-time payments at the current rate. I already died in a United States Department of Veterans Affairs hospital bed. I am fully prepared to sacrifice what I have left to lawfully complete this mission. It is my belief that my honor, courage, commitment, faith in Jesus Christ, and my lawful deployment of my military training are why I will prevail against the State of Iowa. This is because the evidence shows the leadership of the State of Iowa knows nothing regarding sacrifice in the presence of Truth. It is my belief this is why the evidence indicates they produce extensive evidence of lies/misrepresentation, public records concealment, discrimination, and attempting to criminalize those who lawfully stand opposed to their form of leadership.

The historical record of my life reveals the form of the leadership of the State of Iowa. The evidence supporting the leadership of the State of Iowa’s incompetence is revealed within the evidence that shows they attempted to manifest this unlawful form against my family.

The evidence indicating that this form of unlawful leadership has come to an end is represented by my lawful commitment to protecting others from the personal damage that some within the State of Iowa’s leadership have been willing to inflict on the innocent and the least among us in the spirit of profit and self-preservation.

The Form of the Judicial Sea Wall

I now know that I am not meant to find or feel love, peace, or sanctuary on this Earth. This is because God knows that the pain the Devil inflicts on me on this Earth will only sharpen the judicial and evidentiary blade that I deploy against evil within the Iowa Supreme Court.

I live to serve the Lord My God. Everything is as God wills it.
