Phoenix Harbor is an independent, records-driven think tank based in Iowa that frames its work with theological and philosophical allegory. We investigate public-sector transparency, civil-rights access, and veterans’ care using statute-anchored requests, timelines, and curated exhibits. Our method is simple: define the record, run the clock, publish the documents.

Phoenix Harbor is more than a name—it is a Fleet Headquarters. Within these shores stand:

  • PSGA Phoenix Harbor – the shielded watchtower, collecting and analyzing intelligence to pierce through deception.
