Phoenix Harbor serves as the homeport of Twelfth Fleet and stands as the central shore command for all attached units. Phoenix Harbor’s primary mission is the coordination and direction of open-source intelligence (OSINT) collection, ensuring the systematic gathering, analysis, and dissemination of information critical to operations across the Fleet. The station provides command and control for supporting elements—including PCTS Phoenix Harbor, PSGA Phoenix Harbor, and flagship SC Cipher Hunter (CGX-12).
