1. Complaint – Iowa Public Information Board – State of Iowa Counties – Consolidated

On 14 JAN 2024, county-level government bodies within the State of Iowa were electronically served Enclosure (8.). County-level government bodies that produced evidence of no response to Enclosure (8.) were electronically served a delinquency notice shown in Enclosure (9.) on 03 MAR 2024.

This correspondence provides evidence of the State of Iowa’s disregard and alleged failure to respond to this records request by nearly 82% of county-level Iowa government bodies that logic would suggest is possibly related to the evidence supporting the Iowa Public Information Board’s incompetently executed state-wide attempt to criminalize and produce prejudice against the service-connected mental health disabilities of the originator of this correspondence. At the same time, the Iowa Public Information Board sought expanded political power and jurisdiction that would have negatively impacted the rights of citizens of the State of Iowa in direct violation of Sections 9 and 10 of Article 1 of the Constitution of the State of Iowa and the 5th Amendment to the Constitution of the United States of America. Public records provided by the Iowa Public Information Board reveal the Iowa State Association of Counties was involved in communications with numerous state-wide organizations to serve this end while helping to perpetuate this reality against the citizens of Iowa it allegedly serves.

Suppose at a future point in time it is determined that this failure, as supported by the evidence, is not related to the State of Iowa’s alleged discrimination against service-connected mental health disabilities. In that case, the Iowa Legislature and the people of Iowa need to examine the evidence that shows that approximately 82% of State of Iowa county-level government bodies provided evidence of completely disregarding a request for public records submitted in accordance with Iowa Code Section 22.4(2.). At the same time, the people of Iowa need to assess and determine what value the Iowa State Association of Counties has in our democracy when evidence shows it is involved in communications involving the coordination, development, and planning of proposed legislation intended to allow the restriction of constitutional rights and rights protected by Iowa Code Chapter 22 without the protection of due process of law.

The originator of this correspondence’s ancestral heritage originates from mid-19th century Iowa farmers who settled and farmed the land surrounding what would later be named Sheeder Prairie. The originator of this correspondence respectfully submits the following to the leadership of the State of Iowa: There is a difference between harassing behavior, and the professional and respectful identification and presentation of evidence supporting Iowa bullshit manifested and communicated by what evidence indicates is unethical parties among the ruling class within the State of Iowa. City folk may be removed from this paradigm and must be aware of it. At the same time, persistent record requests are a necessity when dealing with elected leaders such as Jasper County, IA Attorney Scott Nicholson and appointed leadership such as the City of Newton, IA Attorney Matthew Brick, who produce evidence of malicious forms of deceit, false allegations of criminal conduct, and other abuses of power that evidence indicates are vexatious to the rights and liberties of the Iowans the originator of this correspondence served and defended for twenty years of his life.

At the same time, when analyzing the difference between the Iowa Public Information Board Executive Director’s testimony (documented in the Iowa Press and public records that she produced) and the originator of this correspondence historical record of communications, one established fact as supported by the evidence quickly becomes apparent: Those who boldly speak the truth in the light of God do not withhold requested names or information with regard to details related to their historical public testimony.

“Eckley declined to identify the person who is making the “automated” requests and abusive comments, although she acknowledged the records requests are, themselves, considered to be public documents in Iowa.

The evidence shows that the Iowa Court processes public records associating names with charges of alleged conduct and convictions of conduct related to violations of Iowa Code Section 708.7 (Harassment) every day. Why did the Iowa Public Information Board Executive Director resist answering Clark Kauffman of the Iowa Capital Dispatch’s question regarding the name of the citizen that she was basing the entire premise of the Executive Director’s proposed Iowa Code Section 23.8A Vexatious requester petition? Ultimately, it would be reasonable to conclude that if the Iowa Public Information Board Executive Director’s tax-funded work on the drafting and production of the Iowa Code Section 23.8A Vexatious requester petition were based on truth and a solid ground of ethics as articulated in the Iowa Rules of the Court Chapter 32, she would not have withheld requested details regarding the public narrative that evidence shows she was communicating in August and September of 2023. A philosophical study of deceit and truth provides evidence that the unethical misrepresent and conceal facts supported by evidence that conflicts with the communicated narrative they have chosen to deploy, which they believe will manufacture the future reality they desire.

Complaints against Iowa licensed lawyers that have produced evidence of fees inconsistent with identical requests to Iowa government bodies with identical third-party information system providers are being prepared for submission to the Iowa Supreme Court Attorney Disciplinary Review Board and the Iowa Attorney General’s Office. The originator of this correspondence intends to continue collecting and providing the Iowa Legislature with evidence supporting this behavior until it is corrected to protect other citizens from the evidence of this alleged abusive behavior inconsistent with the spirit of Iowa Code Section 22.3. Based on the evidence that indicates that this is both hell and Iowa, the originator of this public records request is fully prepared to continue this work until a freezeover occurs.

The above electronic mail shows Iowa Public Information Board Executive Director Eckley including the ISAC in electronic mail correspondence during the preparation of presenting the proposed Iowa Code Section 23.8A Vexatious requester petition to the public at the 15 SEP 2023 IPIB legislative committee meeting. At the same time, it shows the Executive Director’s historical communications with Jasper County, IA Eaton, in the planning of this proposed bill, who has already produced evidence of deploying false allegations of criminal conduct supported by zero evidence while concealing public records and misrepresenting facts regarding his ability to retrieve public records as supported by the evidence of other government bodies with identical information systems providers as Jasper County, IA.

Iowa Public Information Board Deputy Director Toresdahl communicated, “I don’t think there is any accusation of a crime” and “That’s not an accusation of a crime.”

Evidence supporting that Iowa Public Information Board Deputy Director Toresdahl’s analysis of the historical record misrepresents the available evidence and that the Iowa Public Information Board Executive Director indirectly falsely accused the originator of this correspondence of a criminal act during the 15 SEP 2023 IPIB public meeting and attempted to criminalize the originator of this correspondence by name in electronic mail correspondence is supported by the following evidence:

“We’ve had some issues with individuals filing hundreds of requests and engaging in abuse – what many would consider abusive and harassing conduct related to those,” Eckley told the committee. “And so looking at it there’s not a lot that individuals can do if they’re in that situation. There’s very little that they can do other than to continue to just take the harassment and continue to have to review the information from that individual to make sure they are complying with their (Open Records Law) requirements.”

“I’m not sure if it’s 100 for one specific agency, but there have been hundreds sent out by — across the state — quite extensive,” she said.”

“Merritt is making 1000s of records requests to
government entities. He has a right to do that. The concern I have is
that he has stated he wants to develop a database of the government
email systems, etc.” She wrote that she was concerned about the
“potential harm that could be done if there is a database that shares
information that could be useful to others to harm these
government systems if bad actors were able to use the information
to insert malware of ransomware.”

“She added that she has “become aware of an individual basically automating across all counties, all school boards, all cities, and such, seeking extensive records and then the communications after that can be quite abusive and harassing.

The below correspondence from Iowa Public Information Board Executive Director Erika Eckley provides evidence of her identification of the originator of this correspondence as the source of automated correspondence across the State of Iowa related to public records requests and complaints with the Iowa Public Information Board. (Note: Evidence in the form of DNS entries in the electronic mail header of the Iowa Public Information Board complaint responses shows the Iowa Public Information Board utilizes automation services provided by Salesforce Inc. Evidence also indicates the Iowa Civil Rights Commission and the Office of the Ombudsman also use some form of automation with their correspondence (specifically responses to submitted complaints).

“I guess that the purpose (of the draft legislation) is to look at if there are ways that we can prevent front-line employees from significant harassing behavior or other things that make it so that they’re not able to do the job, their main job for government,” she said. “It’s not to prevent individuals from filing requests. It’s to address those extreme cases.”

Legal Disclaimer: In this case, an indirect false allegation of criminal conduct articulates the evidence supporting the Iowa Public Information Board Executive Director verbally and publicly communicated (public meeting) an alleged act of criminal conduct (Iowa Code Section 708.7) without mentioning someone’s name. At the same time, the actions described by the Iowa Public Information Board Executive Director during the public meeting on 15 SEP 2023 supporting this alleged criminal conduct correlate with the Executive Director’s electronic correspondence with organizations across the State of Iowa while articulating and describing the same actions in public records where the Executive Director mentions the name of the citizen of the State of Iowa (Michael J. Merritt) that is being targeted.

Ultimately, by correlating the Iowa Public Information Board Executive Director’s public communications as documented by the Iowa Press during the Iowa Public Information Board’s public meeting on 15 SEP 2023 and in electronic mail public records, it is reasonably determined the actual citizen the Executive Director was communicating an allegation of criminal conduct against while the Executive Director was attempting to expand the political power of the Iowa Public Information Board Executive Director’s position and the Iowa Public Information Board. At the same time, the evidence supports a reasonable conclusion the Iowa Public Information Board Executive Director intended to misrepresent the content of public records and deploy a false allegation of criminal conduct to the Iowa Legislature as justification for why the Executive Director and her government body required additional political power that would have allowed the Iowa Public Information Board to restrict citizen’s rights to request public records from a specific Iowa government body for up to one year while violating the citizens of Iowa’s constitutional right to due process.

4. Analysis of the Evidence Supporting the Iowa Legislature’s Citizen Engagement Regarding Electronic-Based Communications, Including a Redress of Grievances

The originator of this Iowa Public Information Board consolidated complaint has received over 100 automated responses from the Iowa Legislature and one newspaper newsroom date request to talk about oral sex and vibrators from Honorable Senator Jeff Reichman in response to multiple years of correspondence regarding domestic abuse, child concealment, evidence supporting the state of Iowa law enforcement ethics, public records access, and other communicated redress of grievances related to constitutional rights and evidence supporting Iowa government body abuse of power.

5. The Form of the Concealment of Freedom Fries

Shipmate: “Merritt, what’s going on with your public records work in the State of Iowa? I heard you were accused of being vaccinated or something.”
Merritt: “The evidence indicates I was accused of being vexatious by the Iowa Public Information Board’s Executive Director Erika Eckley.”
Shipmate: “What does vexatious mean?”
Merritt: “It’s rich people’s talk for, “I don’t have any evidence indicating or supporting that you are guilty of harassment, but since I want to take your rights and liberties away because you are exposing evidence of my historical conduct, I am going to demonize, criminalize, and build unlawful prejudice against you with a word that uses harass/harassment in its definition.”

Shipmate: “I went back and reported it to the manager and got my french fires because I paid for them.”
Merritt: “Exactly, ok check this out. Now imagine you are ordering public records and Iowa Public Information Board Executive Director Eckley is the public records manager of the McDonalds on the Death Star. You go through the drive-through with your X-Wing and you order some public records from the drive-through clerk Jasper County, IA Attorney Nicholson you pay for them with your tax dollars and then you realize ten blocks down the road Jasper County, IA Attorney Nicholson never gave you the public records that you ordered that you already paid for. You follow?”
Shipmate: “Yeah, Merritt this story is about as boring as your jokes you want to get a soda after this?”
Merritt: “Yeah, relax. Ok, check this out. So now, after you realize you didn’t get the public records you ordered, you go back to the Death Star McDonald’s and tell Manager Eckley you didn’t get your public records. Only this time, instead of the mistake getting corrected, you get throat punched and falsely accused of a crime across the State of Iowa in about five different newspapers.”
Shipmate: “Bro that is totally “effed up,” if I can invoke some City of Newton, IA Attorney Brick vernacular.”
Merritt: “Dude, don’t look at me I didn’t ask for my birth certificate to be stored and preserved here.”

6. Evidence Supporting the Inconsistency of the State of Iowa’s Tolerance and Criminalization of Public Speech Between the Ruling and Lower Classes.

Disclaimer: The below dialog is an attempt by the originator of this correspondence to reach out and connect with an audience that has provided evidence of preferring Kool-aid over fresh water. It is possible that the originator of this correspondence was, in error, expecting to manifest positive change in the State of Iowa by providing its leadership with detailed electronic correspondence with Iowa Code references and supporting evidence.

People of Iowa,

I have heard about your vexatious records requester; it’s terrible, very sad. Merritt is a complete disaster, a rude, terrible person.  ISIS is honoring Merritt. He is the the founder of ISIS. He’s the founder of ISIS ok? He’s the founder! He founded ISIS, and I would say the co-founder would be the laptop where he drafts his public records requests.

I know a lot of words; they are amazing words. But if Merritt weren’t weak, he would tell the leaders of Iowa they are some of the dumbest leaders in the world, we have losers, we have losers. How stupid are our leaders. How stupid are these politicians to allow this to happen to our public records process. How stupid are they?  

Merritt is totally corrupt and the worst public records requester in the history of our country, who is cognitively impaired and in no condition to request public records, and now he says ahhhhh I don’t remember what public records I requested, ahhhhh, I don’t remember. If we do not stop Merritt’s terrible record requests, his mental health problems will take us right into World War II, very quickly; it’s terrible, very sad. I contacted the Iowa Office of the Chief Information Officer; I know a lot of great people there. They are very special, and I told them Merritt has a spreadsheet with words and web links, and he is a threat to Making America Great Again. They told me Merritt wasn’t doing anything wrong. That’s when I realized they were a fake cyber security team, a complete disaster.

When the Department of Defense discharges its service members, they are not sending their best. They are not sending you. They are not sending you. They are sending people that have lots of problems, and they are bringing those problems with us.  They are bringing critical thinking, training, honor, courage, and commitment and horrible things that are going to poison the blood of our country in a future that does not reflect what we were. We must make America Great Again.  I don’t like losers. He’s not a Veteran. He’s a veteran because he has a DD-214.  He’s a loser and a sucker.  I like veterans without health issues. They say I have the most loyal people.  Did you ever see that, where I could stand in the middle of 5th Avenue and shoot Merritt, and I wouldn’t lose any voters? It’s like incredible.

Our public records process is the best in the world; I know many special people at the Iowa Public Information Board, amazing people, the best false accusers of criminal conduct you have ever seen. But to Make America Great Again, we must stop requesting public records. If we make public records available, we will find more cases of injustice, but if we stop requesting and providing public records, we won’t have any more injustice. We will have more reports of injustice than other countries if we continue releasing fake public records. If we stop releasing public records, the fake news will not be able to publish the lies about us that are in our public records.

While I was President, the people of Iowa didn’t have a vexatious records requester. We will have strong and incredible file cabinets protecting our public records.  I’m going to build file cabinets. We need the file cabinet.  We will build the biggest file cabinets around Grinnell, IA, that you have ever seen, and Merritt will pay for the file cabinets. Then, he will not be able to leave Grinnell, IA, to get his birth certificate in Marshalltown, IA.  

No President will keep Iowa safe from Merritt like I can. I will deport Merritt, destroy his computer, ban his books, make sure he cannot get an abortion, and delete his database automations. I know a lot of Biblical scroll writers; they are amazing people, very special. I have all of these Biblical scroll writers calling me and telling me we want to help solve Iowa’s vexatious automated IPIB complaint problem. So I told them we are going to draft the best unautomated Iowa Public Information Board Complaints that you’ve ever seen. We are going to manually write Iowa Public Information Board Complaints that are so old-fashioned that Jesus himself will ask us to write the next Book of the Bible. I have known Jesus and his friends for many years; they are amazing, very special people. They told me about their last supper over 2000 years ago, and I told them they would have never gone hungry if the 2020 election had not been stolen from me.  Russia, if you are listening, I hope you can find the 11,780 votes that I am missing in Georgia.

Now that Ron DeSanta Clause has left the presidential race and halted his nightly visits to all 99 Iowa Counties, Governor Reynolds wants to be friends again; it’s terrible, very sad. Governor Kim Reynolds, was the single worst LT Governor in the history of Iowa, and now that she is governor she is trying to document sex changes on the Iowa driver’s license probably so there is no room to document historical DUI/OWIs. We must stop Governor Kim Reynolds Wrap from winning the 2024 presidential election, taking our freedoms, and storing and preserving them in the freezer next to the public records the Iowa Capital Dispatch requests.

People of Iowa vote for Trump in 2024, and I will ensure that Merritt is locked up in a Trump Hospital in Trump Pajamas and a Trump straight jacket with every Star Trek movie and a lifetime supply of Pepsi with an internet connection that only goes to Trump University. We will Make America Great Again together.  It doesn’t matter if you are sick, dying, freezing to death, or gasping on your last breath of Iowa Radon; make sure you get to the voting booth and vote Trump so that I can protect your children from our fake public records, and so your family can enjoy a future with Trump Radon in the comfort of their Trump homes.
